Eve of poll

Only a brave (some might say foolhardy) candidate would be disturbing voters tonight as Liverpool and Chelsea battle for 2nd spot in the Champion's League final. So its all down to polling day. My thoughts about the day.
Well I will focus my thoughts on Plaid Cymru in Gwynedd. (on the basis that others will be posting about Labour in the urban areas).
I start from the point that for many years the Party of Wales have been the local "establishment" here in Gwynedd and therefore should know where their core supporters are to help turn out the vote. A test of their machine - if it still exists.
Yet I also have a feeling some willing workers have left for the pasture of protest vote represented by Llais Gwynedd. That could mean trouble in a number of wards. There are also wards where the Plaid candidates are past their sell by date - it happens in all parties.
Popular local candidates might just unseat some big Plaid names, and it would be no surprise if Dafydd Iwan and Richard Parry Hughes are feeling the heat come the count. If either fall that will be a big news story in Gwynedd. If Plaid Cymru loose control then it will be another council with no overall control and not having the political direction (like it or not) of recent years.
And then what? Well the balance of seats, and who can deal with who, will be interesting. The Plaid and Llais battle has become very bitter and very personal in places. So deals could be difficult. Labour - lets see how many seats we get first, and their distribution. Some gains are possible for us (3 have a great interest to me), but from the relatively small pool of candidates we have in Gwynedd. The "independents" will be a group that could be facing some interesting choices.
So local elections having some real interest and some real implications for local communities.

Some postings seem to suggest that I am unfair in highlighting the interests of Mr Dafydd Iwan and Mr Alun Ffred Jones AM in 'Arianrhod', a property investment company.
The questions are described as a pre election fishing trip, yet they can also be read as legitimate questions to ask of two publicly elected representatives. So some clarity from my view point:
a) I have no problem with their involvement in a property investment company, indeed I wish them and others involved with the company every success,
b) I have no objection in principle to the practise of property investment.
However I think publicly elected representatives do need to take great care when promoting (as Mr Iwan and Mr Jones have done) publicly funded investment in places that immediately adjoin places in which they have private business interests. That is why the questions have been asked and I am sure the responses will help clarify any misunderstanding.
Gwynedd Council have stated in January 2008 that
"The Caernarfomn Town Centre Regeneration Scheme is a landmark urban regenerations scheme worth over £2.4 million which consists of a combination of public realm improvements and an associated traffic management scheme which will create a strong sense of arrival within the town centre. The redevelopment work is considered a pivotal element to the successful regeneration of the town, and forms and integral part of the long term strategy to regenerate the town and its surrounding area".
Gwynedd Council describe a key element of the town centre scheme as :
"Substantially improve the physical environment of Castle Square which is a 1.3 acre site in the historic town of Caernarfon" - that improvement should be good news for anyone owning property on the Square as it will make their properties more attractive (that is a stated aim of the investment).
Those physical improvements are happening literally on the doorstep of properties owned by Arianrhod.
Hence the questions so we can be clear private and public interests are not being mixed.

Brunt shoots Baggies to Premiership glory

Well it was a little tense at time but Chris Brunt stepped up to the mark to hammer in the vital equaliser which, barring some incredible mathematical twist, sees Albion back in the Premiership.
So an FA Cup semi-final and automatic promotion - well done to everyone.

It seems I need to dust down the pledge board beacuse Adam likes the Tories again. Oh well it took a bit of work last time, but for the progressive cause I'll engage again if need be. Its up to you Adam - if you want 'Dave', 'George' and the Boris types running Wales thats up to you - I know where my loyalties are. In spite of recent postings I might even find Dafydd and Ffred easier bed fellows.

Daftdd Iwan, Alun Ffred Jones AM and property investment

1. Background

For some time I have kept a watching brief on a property investment company called Arianrhod. This company purchases local property and renovates/lets to businesses. It attracted my interest after Mr Dafydd Iwan listed the company amongst his interests on his personal web site. However the reference to him being a Director of Arianrhod was removed from his personal web site last year.

Yet in January 2008 his brother, Mr Alun Ffred Jones AM (Arfon) , added an entry to his Assembly register declaring an interest in this same company. My interest was therefore renewed.

The addition of Arianrhod is a notable change to the register for Mr Alun Ffred Jones AM.

2. Some Context

Arianrhod is a company that invests in property, and most of its property it seems (but not exclusively) is held in the town of Caernarfon. (source Companies House). The company has purchased property from Gwynedd Council.

The company deals in property and its purpose is to let/sell the property assets it buys to provide local business opportunities. The properties are held as company assests.

Plaid Cymru President Dafydd Iwan was, and is now, a former Director of the company called Arianrhod. (source Companies House records). It is unclear whether he still holds shares in the company.

It seems shares in Arianrhod cost £1,000 each. (source Companies House).

Alun Ffred Jones AM is also a shareholder. (Source – a new declaration in the Assembly Register of Members’ Interests January 2008).

Arianrhod owns several properties on the Square, Caernarfon. (Source Companies House)

Gwynedd Council is carrying out regeneration work on Castle Square, Caernarfon. This work was welcomed by Dfaydd Iwan who holds the regeneration portfolio for Gwynedd Council. It is work funded by the Assembly where Mr Alun fFred Jones represents the Arfon constituency.

Arianrhod has also attempted to buy the Goleuad Building in Caernarfon, Victoria Dock area, from Gwynedd Council. (Source Gwynedd Council, BBC website, Caernarfon Herald etc)

Mr Iwan sat on the Victoria Dock Joint Venture Board. This body considered the future of the Goleuad building. (source minutes of the Victoria Dock Joint Venture Board).

Gwynedd Council has refused a Freedom of Information request to release contact reports, e-mails and file notes on contact between Gwynedd Council and the company Arianrhod.

In the Assembly register of Member interests as at Jan 08 Mr Alun Ffred Jones AM makes a new entry declaring shares in the company Arianrhod. There is no parallel entry in the register for 2003-2007.

Arianrhod and Grifffilms sought grant aid from the Welsh Assembly Government for the Goleaud building. Alun Ffred Jones and Dafydd Iwan are/were directors of Arianrhod. The purchase and project did not progress but Arianrhod was involved.

3. Questions to provide clarity :

As Alun Ffred Jones AM was not declared in Companies House records as a director of Arianrhod, did he hold shares before January 2008 ?

How many and to what value ?.

What was the value of those shares and properties?

When were those shares acquired ?

Did Alun Ffred Jones AM comply with rules for declaration of interest on these shares in Arianrhod before January 2008?

Did Dafydd Iwan or Alun Ffred Jones AM declare an interest in properties on Castle Square/Y Maes when discussing publicly funded grant aid improvements to Castle Square Caernarfon ?
Does Alun Ffred Jones AM accept he has a personal financial interest in property on Castle Square Caernarfon ?
Does Mr Dafydd Iwan still have a similar financial interest in the Castle Square via shares in Arianrhod ?

Arianrhod and Grifffilms asked the Welsh Assembly Government for Grant Suppport. Alun Ffred Jones and Dafydd Iwan are/were directors or shareholders of Arianrhod. To help clarify this matter will Gwynedd release records of all e-mails, meetings and correspondence with the company Arianrhod and confirm who represented the company Arianrhod in all meetings held with the council ?

Which other Plaid Cymru representatives hold Arianrhod shares?

As a shareholder did Mr Alun Ffred Jones AM declare an interest when Arianrhod was seeking grant aid from the Assembly Government?

I invite any correction of fact in this matter and hope the answers to these questions will provide clarity on the activities of the company and reassure the public on these matters.

Welsh champions


The Ysgol Syr Hugh Owen Caernarfon Under 16's today played in the Minute Maid Schools Cup Final at Latham Park Newtown and ran out 5-4 winners after extra time. Penglais Aberystwyth were the gallant runners up. The glory followed a 6.45 am departure from Caernarfon and well done to Aaron Simpson, Andrew Owen, Luke Bartlett, Warren Palmer, Liam Broadbent, Nathan Craig, Alan Owen, Sion Roberts, Ben Bolton, Dylan Roberts, Ben Davies, James Peters, Carwyn Roberts, Cai Llwyd, Luke Davies and Gareth Eaglestone and their coach Bryn Williams.
Anyway if you win such a competition here is the medal - I never did myself so well done son !
(bad luck to Syr Hugh Owen under 18's who lost 1-0 yesterday to Hartridge - the other political link being that Caio Iwan plays for the under 18's).
Well done to Ysgol Syr Hugh Owen (my old school) for having two teams in the Welsh finals thisweekend. And ysgol Brynrefail, Llanrug for making the Under 14's final. Arfon is rich in football talent it seems.

A taste of the Emirates and Old Trafford etc

After a solid afternoon of leafletting in support of Labour candidates it was nice to return home in time for the football results and a good away win for the Baggies. It could still go wrong but I can now taste the return to Old Trafford etc. Next weekend at home to Southampton could seal it. 2nd place remains a real mystery with Hull slipping up after a great run and it my be a matter of who holds their nerve best.

Keep looking for a team with a late run of form for the third play off place.

Greed ?

It is established fact that in many areas of public expenditure the Labour government has provided record sums to renew our public infrastructure and we seen new schools, hospitals and public buildings across the UK. So the news we may have been ripped off in the same period just makes me feel depressed about the antics of those involved. The same monies might have provided more public facilities and school buildings etc.

No doubt many have also been involved with PFI and refinancing deals that my union, UNISON, has been working hard to evidence concerns.

Why a little depressed ?- they are in it for profit and should I not just accept it? No I think public money should be used for the intended purpose, not lining the pockets of construction companies.

The pain of adjustment

The news about falling house prices will not be perceived as totally bad news as the majority have bemoaned the unsustainability of the increases in recent years. Yet given the importance of this asset (yes it stopped being just a 'home' some time ago it seems) the government clearly needs to act so the bump is not too painful.
Of course we are suffering from the global nature of modern capitalism and yet again I suspect the rules for the financiers will be adjusted to ensure their ongoing health.
So where are we know?. Well even with current adjustments I asume house prices only return to the levels of early 2000's but it is the tightening on the availability of finance that hits confidence.
Gordon needs to bring his massive knowledge to help meet this challenge but I suspect there are no 'UK alone' solutions.

Was this meant to happen ?

Bridgend seems to be the latest council having a spat over the local government job evaluation scheme. Last week Denbighshire made the headlines when some new pay line seemed to disadvantage essential care workers.

It seems very strange that at a time when 'headline' pay rates are causing problems we also see a squeeze on some low paid jobs as a result of this whole process.

I recall Edwina had to reflect on the effects of the Agenda for Change on health workers, will the same process effect local government workers?

Lots of water yet to go under the bridge but politically it all seems a bit strange.

(I suppose declaration of interest required as a current local government employee!).

Well done

Blogging has been light as I went off to London to support Sue in the London marathon. Well I consumed plenty of coffee and flapjacks and kept in touch with friends via text. Five hours after starting Sue ended in Horse Guards Parade and, hopefully, the guiding centre at Felin Bach near Caernarfon is a few quid better off.

More trouble brewing

The suggestion that athletes could be expelled if they display a flag indicates that Olympics 2008 could get ever more tricky, and that must be viewed with some trepidation for the organisers of London 2012. Troubles in one period can often roll over in to subsequent events.

Perhaps China may make some additional moves before the games start but it is difficult to see such a regime adapting at a quick enough rate to overcome human rights concerns.

Time to tackle racists

It seems the BNP may be running a candidate in Bangor and it is therefore my pledge that we will not let them come to these communities and spread their poisonous messages. More on this as nominations are finalised.

We can all have a variety of concerns about our communities, but it cannot be right to allow people to turn to the BNP for solutions. It is not clear which bit of the BNP this person represents but we will take a democratic message of hope to any ward where the BNP seek to make inroads.

23 hours, 1 goal, disapointment and fun



So the Cup Final was not to be but at least the semi finalists also got a day out at Wembley this year. In spite of the result, and the inevitable football curse of the former player, and in spite of a train nightmare turning it in to a 23 hour day it was a nice day out. So back to the League and the push for promotion.

Eve of big game - early start

So the web site of Gwynedd Council gives us some idea of the runners and riders for May 1st. My own ward (Y Felinheli) will switch from Labour to Plaid without a contest. C'est la vie, and good luck to Sian Gwenllian as she steps forward to represent the village on Gwynedd Council.
It seems there are more elections to be contested than normal and some interesting battles to come. I suspect Dafydd Iwan could be in trouble in Bontnewydd and contacts tell me Parry Hughes has problems.
Labour group leader Brian Jones seems to be have been returned unopposed.
Of course we have to wait the full process and make sure noone withdraws, and all papers are accepted. Good luck to all of Labour's candidates.
In my case I have to apologise for the first full Saturday of the campaign as I am off to WEMBLEY WEMBLEY

Last minute reminder!

For anyone thinking of contesting the council elections on May 1st the nominations close at 12.00 midday tomorrow (Friday 4th April). That concludes the public service announcement.
We will then get some clearer idea of how many seats are being contested in Gwynedd and whether all the threats of Llais Gwynedd are sustained to the nomination period. It promises to be interesting and wards facing an election that have not seen democracy such as voting in years!.
The Gwynedd Labour Party is shaping well given the general climate, and seems to have a similar number of candidates ready as for the previous Gwynedd election.

Sad and messy end

The announcement by Bertie Ahern marks a sad and messy end to this politician's contribution to our politics and relative peace in recent years. As a qualified planner it also makes me reflect on the care required when working in town planning to ensure actions are above board. Ahern may have done wrong at the political-develper end of the spectrum and, for whatever reason, got himself in a pickle, and the self denials run contrary to the emerging evidence.

Climate change pessimism - but can't give up

Little stories like this one make me feel pessimistic about our ability to tackle climate change. I think whatever control measures we all think are good for us, and planet earth, the way we organise our lives means we fall short during implementation. I do not argue against air flight, that would be too Luddite, and some extra regional links such as Valley can make sense in an overall transport jigsaw - however marketised incentives to "waste" air travel must clearly be stamped out. And increasing global wealth can only mean more travel.

Part of me says that in the near future it is an industry that will require more regulation for the good of planet earth. And yet I read of the new open skies policy and the growth in air miles that will arise as a result. Cue that feeling of pessimism again!.

That thing called a political reality

I am finding some of Plaid Cymru's comments from their Spring conference quite interesting. For example I have contested two elections with Mr Alun Ffred Jones and listened to the all his Party's campaign tales of Labour's alleged ills, and what Plaid would do. Well since they joined the One Wales government we have seen what they can do.
It seems AFJ now describes this as follows :
"You have to take responsibility, and you have to accept that you can't do everything that you would like to do"
exactly what Labour candidates were saying about the reality of government at the same elections.
Meanwhile having lost control of councils a few years ago, it seems IWJ wants to shake up the councils. Perhaps hanging on to Gwynedd should be their short term aim because ending up with none would not look good for our One Wales partners.

After the chocolate binge!

Perhaps it was a quiet news day but as I left for work the announcement regarding controls on vending machines in hospitals was making the headlines, and it was still there as I came home. I have little doubt that the controls are generally sensible for public health but I doubt it is that big a story.
I also have doubts whether this really turns us in to a nation of healthy beings, but each little step will help.
Perhaps Edwina had a private smile as the announcement came after a weekend of binge chocolate eating (obviusly not for me).

Public vindication can be important

In the week I briefly touched upon the tribunal of Mr Aeron Jones who was unfairly dismissed from the enterprise company Cymad. I have had some involvement with issues around Cymad as a number of questions have arisen about the activities undertaken by the company, some of which lead to a court prosecution for the Chief Executive.

I have little doubt that in spite of the delays, frustration and stress Mr Aeron Jones will take great comfort from the public vindication of his stance. The company unfairly dismissed him for exposing wrong doing.

What will the company now do about those involved with the wrongdoing ?

Yes it was three !

Just realised I had 3 questions, not 2 !

Schools reorganisation - what do Plaid mean ?

So with weeks to go to the council election I can only assume Plaid's canvassing is not going well and we suddenly have an announcement that the schools reorganisation plan is changed. Now I know Plaid is the ruling group but don't such matters have to be decided by the Council ?

Do Plaid feel that in calling a meeting to change the timetable that people will not see the naked politics involved - time to save Iwan and Parry Hughes skin.

I had two questions on the whole plan :

a) where is the evidence that wide spread federalisation works ?

b) what level of commitment has been made to capital spending on new buildings, rather than wishful plans ?

c) why were innovative ideas (Plaid's claim) not piloted to give people confidence in the change rather than throw the whole county up in the air ?

Today I could have blogged about Plaid Cymru's sudden rethink on schools reorganisation, or the settlement of the case of unfair dismissal involving the former finance director at Cymad. However as it has been a beautiful Spring day and work took me the banks of the Menai Strait I have decided to share a glimpse of nature's magic. I could have been in some city bustle, or stuck behind a desk, but was pleased to have a glimpse of Spring air.

MINISTER FOR PUBLIC SERVICE DELIVERY HAS FOCUS ON CITIZEN FOCUSSED SERVICES

Andrew Davies AM the Assembly Minister for Finance and Public Service Delivery today (Tuesday) joined Martin Eaglestone, Labour's Westminster candidate in Arfon, for a visit to Ty Cegin centre on the Maesgeirechen estate, Bangor to listen to views about how local services can be better delivered with a citizen focus.


Martin Eaglestone said


"I think we realise that after several years of record increases in public spending that the financial circumstances are now a little different. The visit by Andrew Davies provided an opportunity to listen to local expereinces about sustaining a project which underpins local community development".


Andrew davies AM said


"In my role as Minister for Public Service Delivery I am keen to ensure that we put citizens at the centre of our agenda. There is a significant resource held in many public bodies and we must ensure they focus that resource on the needs of local citizens in their own communities. I was really pleased to hear about the broad range of working taking place on the esate involving bodies like the Tenants group, the Police, probation service, environment groups and so on. The Assembly's Communities First project also being essential in driving forward a coordination of efforts. If other bodies like the Council and Health Service can align their spending to initiatives identified by the community then we can keep the whole process moving forward".


Martin Eaglestone added


"Ty Cegin has come through difficult times and like other community projects has to continue the battle for increased self sufficiency but I have no doubt the resolve of the community will keep the show on the road".

Interesting insights

I enjoyed Jonathon Powell's interview with Andrew Marr yesterday morning, and today's piece in the Guardian is also insightful. People like Powell are the glue that holds a certain style of state together and what they have to say and tell is of interest. I think these extracts suggest this book is perhaps a bit more lively than Campbell's, but one suspects Alastair has stuff held back for another day. How fascinating that Powell invited those enemies of the state with whom he had dealt with for so long to his wedding. Such journeys tell us a lot about the changing nature of our human character depending on our life experience.

Rent equalisation delays stock transfer process

I understand that Plaid in Gwynedd have now had to face the consequences of making no previous moves on the equalisation of council rents. As a result the Council will have to write to all tenants explaining that the offer relating to stock transfer will be based on equalisation of rents across the county.

It is of interest to me as tenants in Arfon have generally paid more over the years.

It seems the letter to tenants may not appear before May's elections (for some surprising reason) but the problem is the significant disparity in rents between three previous district areas of Arfon, Dwyfor and Meirionnydd.

Rent equalisation must be clearly spelt out in the offer document to be received by tenants. An issue in which I feel Arfon has been let down by Plaid Cymru and we await to see what their previous heartlands make of the news.

Why now ?

Regular readers know rugby is not my game, but it is a great time when the Grand Slam comes too hand. I know there is great joy - a look at the local pubs as evidence of that !.

Sorry to be cautious but it just feels like the wrong time. Various other teams seem to have come out of the world cup to start rebuilding (crikey even the great enemy didn't start with JW), while I fear Wales peak in year one. Great joy but where will matters be at time of the next World Cup ?

Anyway more time for this theory -tonight celebrate like Glyn (or watch the game with a proper ball/Match of the Day in my case).

Big challenges

I have often wondered if the Freedom of Information could be applied to the air miles covered by people who choose to lecture me from global conferences about the environment and climate change. But I digress - the Guardian carries some useful coverage of "green" reaction to the budget.

The budget made some initial steps on a journey I think can only strengthen IF (?) we want to respond to global and climate challenges.

A bit like Sprorts Relief or charity gigs, the initial response is important, but not as telling as long term change in our lifestyles that we must root in action quickly.

One hell of a challenge in our democratic system with short term horizons.

Oh dear

It is reaching a critical stage and everyone starts to beat everyone else. However we do not want much more of this thank you. Hull making the late charge - and some 11 teams still chasing the top six and potential play offs. Exciting stuff.

Not a year for heroic acts

I contributed to Radio Cymru's Post Prynhawn with a general feeling that 2008 was not a year for a heroic budget, but something that actually suits this Chancellor's public persona very well, a quiet efficient budget. I think that's what we got.

The 'green' elements are something I actually welcome as the initial steps on a journey that has to develop over the coming years. There are big challenges out there, not the least of which is the polluter pays principle in a democratic system. Yes the pace may not be what some expect but a journey which will unfold.

Giving up pay - Long term commitment ?

So Ieuan joins others in declaring that he will not take the pay rise. They must be happy bunnies down in the coffee bar at the Bay. Now I feel the need to repeat my previous question.

Adam follows Eluned

I think it was Eluned Morgan who contributed to Welsh Labour's election de brief by stating that Welsh Labour has to also remember those who have aspirations, and to make sure our tent is big enough to represent their views.

It seems Adam Price has now found a similar message, very confusing this One Wales stuff. I suppose it is budget week so perhaps Adam wants a New Plaid Cymru to replace that socialist clap trap which so upsets some of his traditional cultural colleagues.

How that then ????

I suppose it was the spin they wanted because some Plaid AMs have apparently "refused" the pay rise. How did that work ? Have we the evidence that they had submitted evidence against the possible uplifting to recognise their extra responsibilities ?

As far as I know the Assembly has to vote on the recommendations and, if passed, then the pay rise will apply with allowances review to follow. If the group concerned vote no then that's okay by me. See earlier post. I suppose they might even put the extra pay in to some special community fund - I would be happy to administer Alun Ffred's for him locally to ensure fair play.

However with other Plaid people voting yes it is inevitable the 'refuseniks' also gain in terms of eventual pensions etc etc.

Rhodri Glyn even upsets London

I thnk one Plaid Cymru Minister faces an interesting conference. It seems here that his acts and words even upset London!

I suppose Elin Jones and Ieuan Wyn should be thankful as he could be the lightinng rod for any One Wales dissent.

Meanwhile how many speeches of resignation can we expect over schools reorganisation ? That would liven things up for us all or will even the Party of Wales have learnt about stage management.

Unlikely ?

In the light of the previous post can it really be likely that Assembly Members would vote for such an increase while home carers, care assistants, front line staff and professionals of various kinds look at some 2%. It may be justified by reference to all sorts of issues but there is a basic question of social justice.

Unlikely - but a good way of generating industrial action I fear !

Public service workers

Surveys like this are of interest to me as a public service worker. It reflects my own experience that, while there is always room for improvement, the great majority of people get a reasonable deal from their public services. It is of course easy to focus on the problems rather than the successes. So I welcome things like Excellence Wales and everyone can learn from the best (and take lessons from the worst!)

Perhaps we have less of the telephone queuing systems, and the call may not always make it through, juggling priorities means direct contact is not always possible and the odd return phone call can be forgotten (we are human).

The value of the surveys is to highlight particular issues requiring more strategic attention and can inform difficult judgements about resource priorities.

Strange politics

It seems the Lib Dems can only be trusted to throw up the unexpected. With a myriad of options that would have allowed the referendum debate too continue without self harm, the new leader hits a self destuct button. Would anyone really have remembered how the Lib Dem MPs voted - I suspect they will remember the falllout.

Its beyond me, but I am sure has some good meaning in the narrow confines of Westminster.

Noisy cakes

I work in a town that is affected by the smells of industrial scale food processing and so know what can happen with such sites. However the story of the noisy cake factory brought a smile to my face.

I suppose we should have a competition for what types of cake make such a noise ?

Rock cakes would clearly make a noise, but sound more like a vandals weapon of choice more than a noisy neighbour.

About 40 years ago !!


Life stories - This shot has come to hand which shows "Siop chips" Waunfawr (the one near Caernarfon, not Aberystwyth) just before it was demolished and rebuilt about 40 years ago-snow on the ground. What a fine figure of a working lad that was.The 'new' siop chips is still there and serving great fish and chips friends tell me.


Thankfully with the election of a Labour government in 1997 child slavery was abolished in the UK.

It was about this time I met Dylan Iorwerth who lived in Waunfawr, now MD at Golwg, who (as I recall) is probably celebrating Spurs victory at Wembley. I taught him all he now knows about Welsh literature. That's Dylan's street cred gone in some circles. However I think Golwg deserves a decent slice of the new print monies as they produce a quality product in an attractive format.

Silly !

Why Edwina and Ben feel the need to have such a spat is a bit beyond me !

The merits of Edwina's announcement can be assessed on its own merits and I just hope the opportunity for 'free parking' does not make matters worse around our hospitals. We sometimes live in a strangely selfish world with unintended consequences e.g. I recall Ysbyty Gwynedd being used by people as a free car park close to the A55.

Strange that it should descend in to such exchanges - those of us at arms length are left wondering what has happened in the background ?

Rent equalisation in Gwynedd

I am no fan of council hosuing stock transfer although it is perhaps right tenants make the decision in a ballot. Before that Gwynedd face some interesting questions.
In particualr Council rents across Gwynedd need to be equalised if the Council transfers its housing stock away from the Council and to make sure the tenants in Arfon get a fair deal.

At the moment the Council are working on plans that will eventually lead to a balllot of council house tenants about whether to stay with the Council or move to a new landlord. At the moment rent levels in Arfon are generally higher than other parts of the county and that seems unfair. Gwynedd Council has been in place for eleven years and for some time the Council have told the Labour councillors in Gwynedd that rent equalisation will occur between the areas of the three old districts, Arfon, Dwyfor and Meirionnydd, but there is no firm evidence that this is happening.

It is very important that this matter is clarified and that the tenants in Arfon are given fair play and a level playing field. This must start soon and go in to the future if stock transfer takes place.
It is not an issue which the council can avoid and it will need to be very clear before tenants are asked about the merits of stock transfer. That decision will be a matter for the tenants themselves but they will need to know all the facts about rents before they enter a ballot. I asked the Council's Chief Leader to clarify the position as the discussions about a new housing company are now progressing. He tells me that moves are afoot to address the issue - we wait to see.

Plaid Cymru overcome by modesty !!!

The more I read of the Cangen Bontnewydd blog - unofficial Plaid HQ - the more I find to entertain me. In the recent posting about the Party of Wales v Llais Gwynedd is the following gem about PC candidates :

"Many are specialists in their various fields – others are brilliant politicians".

I won't be as personal as to name a few of these brilliant people, but come on Cangen Bontnewydd I think a sense of perspective is required.

Such modesty - how will the people ever find the cheek to unseat these brilliant people........

What a strange advert that would be - election candidates required, only brilliant people need apply.

University Trust status in North West Wales

Health Minister Edwina Hart AM is negotiating her way through the reconfiguration of health services in North Wales. The increasing specialism within medicine and clinical governance meeting the hard rock of local democratic views. I suspect that in most cases the medical case must hold the upper hand. Certainly in the end I would want my family to have the best medical service, not just the most local service.
There is at least one bright opportunity I can see for North Wales in the changes. In recent discussion with Edwina Hart I have pressed the case for the facilities in Bangor to be given University Trust status. There are many important decisions to be made about health services across North Wales in the coming months but I know that one vital piece of good news could be the move to strengthen the medical training arrangements in Bangor. This would build upon the expertise in Bangor University and bring the Trust, academics and health workers together for the benefit of our local community. University Trust status would also raise the profile of the facilities available in North West wales and boost the general image of the area. It is a win-win scenario for the Welsh health service, medical care and our local community.
Edwina Hart has is putting together new health plans for North Wales and amongst the many changes I hope we will see the support necessary to bring this idea forward.It is an idea that was welcomed in the merger of Bro Morganwg and Swansea Health Trusts and we must identify such positive opportunities for us in the North.

Various bits and pieces of reports and paperwork, planning a leaflet for next week, a couple of press releases, but by mid afternoon, with only me in the house it is time for the Foo Fighters dvd - loud. Now that is the sort of thing you can't do if in meetings at work etc.

Celebrating St David's Day

I arrive home from work with the thought that tomorrow will be a day off to celebrate St David's Day. Being an employee of Anglesey Council then people have to stop fighting for a day and have time for the national day.

Of course this year we have it on Friday as the idea is to give most workers (not schools and care workers etc) time to celebrate.

Gloves off as Plaid attack "experts in nothing"

(A couple of dubious comment sources on postings so I have deleted and reposted. Not you Ian)

So the new unofficial Plaid Cymru web site, also known as Cangen Bontnewydd shows signs of the gloves coming off as May approaches.

Of course a few months ago several/many members of Llais Gwynedd were in Plaid Cymru, chairing meetings and holding elected office. By some miracle of nature a few weeks later we are told :

"People must remember that Llais y Bobl are experts in nothing, with no ideas beyond a bizzare and confused statements on a single issue, who lack much experience beyond proving their inability to make consistent decisions".

Sounds like Plaid had more problems than we realised becuase I doubt if the people concerned have suddenly lost what they did not have in PC before. So how many other "experts in nothing" and people "who lack much experience" are lurking in Plaid ?I think we should be told as it seems they are not required any more.

Duffy - do people share the joy ?

So I am enjoying Duffy on the Jools Holland show, and it seems she has stepped in for Alicia Keys. No problem with that for the talent of the woman down the road in Nefyn.

But I am just wondering how warm a welcome she got back home? Is this a talent that left and had to come back via somewhere else ?

I don't fully know but she has thankfully proclaimed her North West Wales education, so let's see where it takes us. She is off to a musical stratosphere that few mortals can understand. Keep well Nefyn woman.

Can we draw on our many talents ?

Hat tip to south paw grammar who sparked a thought process that needs an outlet. I have already reflected on Welsh Labour's determined and reflective mood at conference. Of course we could hit choppy waters as we think about Rhodri's successor but there is also an opportunity.

On many occassions I have reflected on Welsh Labour more truly reflecting the spectrum of Welsh opinion on the devolutionary process than other parties. The Party of Wales clearly have a more cohesive view than others (or at least they did till they joined government) as it reflects their obsession with seperation.

Welsh Labour's challenge between now and 2011 is to bring our own talents in to a cohesive unit, reflecting our proud of Wales and UK relationship, and using the spectrum of talents.They are talents which refelct the people of Wales, and that is a strength not a weakness.

Plaid official admits to election troubles

Over at Maes-e, the Welsh language debating forum, a local Plaid official has admitted to the major problems facing Plaid Cymru in Gwynedd. Blog menai (we know who you are)
states :

"Mae gan y Blaid drafferthion sylweddol yng Ngwynedd - a bydd hyn yn ol pob tebyg yn cael ei adlewyrchu yn yr etholiadau ym Mis Mai - er ei bod yn bosibl y bydd yn ennill tir yn rhai o'r rhannau trefol".

Which roughly translates as

"Plaid have major difficulties in Gwynedd- and this will probably be reflected in the elections in May - although it is possible we may gain ground in some of the urban areas"

(to be fair the post also takes some comfort in Labour not mounting a challenge - which I must accept is probably true in many parts of Gwynedd).

However when local officials start taliking of the problems we can see why Llais Gwynedd appear bullish.

The detail of blogs can be telling. Adam Price claims that reactions to the decision on funding for Welsh language media has caused the "usual accusations of treachery" - sorry say that agian Adam.

As far as I can see the venom is pointed at Plaid Cymru's role in our One Wales partnership and Rhodri Glyn will need to take a deep breath at the forthcoming conference.

Engaging communities

As a professional planner (MRTPI) I offer some voluntary time to Planning Aid Wales (PAW) and tonight that took me to Bala for a training event for town and community councils on the new system of Local Development Plans. (LDPs)
Some would say a bit strange given that I spend much of my current day job on LDPs. However I find the process of engaging with town and community councillors on the social, economic and environmental issues that affect land uses in our communities fascinating and informative. They came from far and wide as this was an event through the medium of Welsh and I recommend the PAW events to any town/community councillor.
Planning can often involve difficult judgement of evidence and the more informed stakeholders taking part the better.

Plaid Cymru and the trade unions

Just before Labour's conference the Party of Wales opened this year's conference "stunts" with some "pathetic" (my words on Radio Wales) stunt about Labour and the unions. Now some reflection. I don't object to conference stunts - got the tee shirt - but they need thought as to outcome.
I assume Plaid Cymru want to warm up the unions and seek a political/financial relationship. It is understandable and a legitimate tactic. It requires an approach that sounds like "we can be your friends too", invitations to quiet conversations, and the socialist wing to chip away and see off the other wing of PC. Perhaps defined by Bethan's spat with Alwyn.
I can tell them it definitely does not need a stupid ("pathetic") web site that gets people upset, closes ears and cuts across any possible dialogue.
Whoever chose this tactic - 1 out of 10, although why I should tell you so is beyond me.

Plaid Cymru face interesting conference

I thought Welsh Labour met in better heart than many may have anticipated. I also detected a business like purpose in identifying weaknesses, open debate and an aim of moving the Party forward.
I wonder how we should view the prospects of our One Wales partners as they prepare for their conference in March? Like Labour they will no doubt focus on the approaching elections, and no doubt name the list of councils they aim to win. I anticpate lots of references to Scotland and detailing of issues for the Constitutional Commission. The platform will proclaim the historic step of being in Government and defend/promote decisions of the One Wales government.
Yet I somehow feel there will be a different edge to the fringe. Y Byd, Llais Gwynedd, no rapid action on a Language Act and words of doubt on the timing of the referendum on a constitution will all give grassroots activists plenty to mull over, moan about and make trouble.

Northern Rock and seperatism

I bought the Financial Times (a copy not the whole paper group) for more details on the Northern Rock announcement than I suspected the Daily Post might provide. (Tom Bodden can relax as I also paid up for a Daily Post and his conference coverage). Having read all the issues and debates I conclude the Government was clearly between a rock and a hard place. Damned if you do and damned if you don't - a politicians nightmare.
With shareholders ready for legal action I am sure there was lots of legal advice about 'due process' and having to consider all options before anouncing the 'N' word.
So Newnight tells me Tuesday's papers are running hard on the associated costs of advice.
I take a tangental debating point. How would such a situation unfold in a seperate state of the sort Plaid Cymru often describe?. With the membership of the UN and all that I assume comes financial independence etc?. I am not sure what happens to the customers of these banks and how are the financial products regulated after seperation ? Would a seperated Wales have to chip in that proportion of its citizens costs who hold the equivalent of Northern Rock mortgages ?
Useless specualtion in the real world that Darling must sort out but the sort of big issue that I feel puts 'seperation' in a global context.

Tecwyn Thomas


I thought my first post on Welsh Labour's conference should pass on thanks to Tecwyn Thomas who has just ended his year as the chair of Welsh Labour. Tecwyn is a member in Arfon CLP. He is not a man of the fiery speech nor poetic words, but he is what every political party needs a solid, safe pair of hands who grafts away, often with little thanks, for the Party. He has also been a great servant of the Labour movement with many years service with his union (CWU) before his retirement.
There are very few chairs who in their year have seen events like those Tecwyn has overseen during 2007-2008. He had to step in and chair conference last year so he introduced Tony Blair for his final conference speech in Wales. Although not known by us at the time Peter Hain's last address (for now) as SOS for Wales in 2007. This year he got to introduce Prime Minister Gordon Brown's first address to a Welsh labour conference and the return of Paul Murphy as SOS. He also chaired the special conference in Cardiff when the Party ratified the One Wales Agreement.
In addition he has introduced Rhodri Morgan's 8th and 9th speeches as Welsh Party Leader.
A lot to reflect on.
Anyway I told Tec and Chris Roberts (our genial General Secretary) to give me a pose.

From AD to GB


Gordon Brown carried out a number of duties today as he travelled across North Wales to Labour's eve of conference rally in Llandudno. I was a guest of Betty Williams MP at the visit to the new Enviornmental Research Centre in Bangor and here are Gordon, Betty and the Vice Chancellor Merfyn Jones at the speeches.
Nice to chat to Gordon in Bangor about the new £9 million pound centre (more investment in Arfion) and then again after the rally in Llandudno. Never miss the chance to push Arfon's case whenever an opportunity arises.

Menter Fachwen


Great to take Andrew Davies AM, who is the Minister for Finance and Public Service Delivery to Menter Fachwen to meet their team and hear about their invaluable work in the local community, and link to India.
The encouraging news is that they are making the vital transition from grant support to sustainability which is great for the local economy and the role this company play.

Leighton welcomes 10,000 winning stories


It was great to welcome Leighton Andrews AM, who is also the Assembly Miister for Regeneration, to Caernarfon today and for him to congratulate the 10,000th visitor to Redline Indoor Karting. Champagne was in order (See photos to follow).
What a great success for the Former Friction Dynamics workers. They have now taken on some previously unemployed people to help move their business forward. Fantastic.
Leighton was announcing Welsh Labour's new economic commission and the media were in attendance. (Hopefully see Sharp End at 11.05 on HTV tonight and somewhere on the BBC tomorrow).
Leighton also helped me to launch a "Driving Forward Business" survey that I will be running in Arfon over the next few months. I want to hear more about what the local business community has to say - how can we provide for more and better paid jobs in our communities.
Is it a skills challenge, new investment, different regulation, what are company prospects for the next 12 months ? I will be asking all this and more in the coming period.
ps I still can't persuade leighton that WBA are a better bet than Cardiff !

The seaside beckons

Welsh Labour's conference beckons this weekend in sunny (?) Lllandudno and will prove to be an interesting event as we listen to new leaders (well second time around for Paul Murphy) and continue to rebuild after last May's elections. In both public and private sessions we will focus on how to build support, refresh our approaches while still delivering in government.
We wait to see what stunts our opponents try to throw up as distractions, but I don't think we will be diverted from facing the challenges of the future. I look forward to welcoming various guests to Arfon and more reports over the coming days.

Good economic news for Gwynedd

I was pleased to read here, here and here that the private sector has not given up on Pwllheli and with a fair wind could end up providing an economic injection for this part of the county. Since the original furore we have waited for sight of an alternative but it is clear the marina and its untapped potential are the areas brightest hope.
Was the original decision an example of acting in haste and repenting at leisure ?
Good luck to those concerned.

Heavy reading but enlightening

The lecture delivered by Rowan Williams was heavy going (hence some of the problems) but I am glad he has continued to explore the issues raised via the General Synod session. I think public life will be the poorer if the media can harass such debate out of public life.

Canterbury's Hurriacane

I have heard Rowan Williams speak on several occassions and he has always struck me as a figure of such authority and learning that he is worth listening to. Given that deep thoughts met a modern media storm I thought we might all benefit from a link to what he said, which can be different to how some perceived what he said.

The closing phase of a beautiful February day and as I was in Caernarfon I took a few photos in the setting sun. There has been much debate about Victoria Dock, and the managing director recently told the welsh language magazine Golwg, something to the effect, that the project is causing more headaches than all of the company's other schemes put together.
Tonight it just looked nice I thought and the view from the balcony of the penthouse back to the sunset must have been superb.

Another £35 million of investment

Some leafletting work in Bangor and, as the sun was shining, a chance to capture images of the current £35 million pounds of investment in new halls and facilities at Bangor University. I am now struck by the evidence of investment across Arfon and what a good story that is to tell. In many sectors and in many ways Arfon is a better place thanks to Labour's work since 1997.

70 for 8 - time for a media feast ?

Not the cricket but the confirmation from Rhodri Morgan AM, as he celebrates eight years as First Minister, that he will step down as the FM at the age of 70.

With a week to go before the Welsh Labour conference in Llandudno I have little doubt this will spark a mini media feast about who can follow in Rhodri's steps. Each speeach and visit analysed for leadership ambition. I hope those having any interest in the role focus on getting the job of government done first, as it is delivery and action that will deliver a Labour First Minister not beauty parades.

Llanberis awash with good news


I was a guest of the union UNITE in Llanberis today as John Griffiths the Minister for Skills awarded certificates to employees of Snowdon Mountain Railway, Glanbia Cheese and Irish Ferries. John emphasised the importance of social partnership and skills development for the future of Wales and gave hearty congratulations for the acheivement of the workers. Over lunch it was inspiring to hear the experience of the staff who had tkaen their steps from IT phobia to IT literacy.
I recall Alun Ffred Jones AM criticising the Wales Union Learning Fund ("this seems a questionable use of public money to help achieve a political end") when Labour reaffirmed the value of skills training, like the staff at Snowdon Mountain Railway who gained ICT skills. I wonder what he would tell the workers in his constituency now ?
In congratulating the workers Andy Richards did not forget this point, and pictured are Andy, Paddy McNaught, John Griffiths AM at the awards ceremony.
(Congratulations also to Coleg menai who were awarded earlier in the day for their work with employers).
Llanberis also had good news with the new jobs in Glyn Rhonwy. I have previously been critical of inaction at this site so I am happy to offer congratulations to all involved for this investment.

A small step to a big future

In the midst of ongoing debate and the preparations for a new Commission there was a small, but in many ways big, event at the Assembly.

Okay it is only for political anoraks but this is the type of process we must get under the belt if devolution is to prove itself in terms of measures related to people's needs.

Having listened to Carwyn in Bangor last week it made a little more sense in terms of Fields, Measures and ALCOs (I think!)

London calling - Albert's big greenhouse !




Just back from a visit to London making a contribution for Wales on the Party's 'Sustainable Communities Commission'. With updates from Ruth Kelly and Hazel Blears I found the chance to share and compare our policy practise and experience very interesting.
I also had the chance to catch up with Albert Owen MP and his team and was pleased to speak to Betty Williams MP who was in very good health !
I called by Albert's big new greenhouse - well not really!. As a town planner I took the chance to see the new Eurostar terminal at St Pancras, and what a great place to spend a few minutes taking in coffee (not the long champagne bar) and a special rail atmosphere. The pictures can't quite capture the scale and grandeur of the station. Up until some 10 years ago I spent many an hour in the nearby unison hq and to now see the British library and St Pancras shows the power of regeneration and investment.

Fair deal ?

The Daily Post covers the latest chapter in Gwynedd Council's equal pay dispute with the trade unions, including the union of which I am a member (UNISON). I know a number of people who are being asked to attend meetings this week to consider signing up for some "cash" now, or to hang out for a potentially bigger amount after a Tribunal process. The unions have not agreed the level of back pay so they are asking members to reject the offer.
